The present invention discloses a system and method for generating an open telecommunication service based on Internet, comprising an operating interface and a running container, wherein the operating interface is used for receiving a service from the Internet in a human-computer interaction mode and providing a running mode of a background system for a client, and the running container arranged in the background system is used for generating a telecommunication service by the service from the operating interface, which comprises a service access module, a service generation module and a service release module. The system and method for generating the open telecommunication service based on Internet provided by the present invention have a simple program and high flexibility, and users can directly access or find out service through a human-computer interaction interface and generate the needed value-added telecommunication service in the system, so the service generation efficiency and flexibility are effectively improved without the complex and tedious operations of professionals.
