The combination determination circuit (207) is adapted to generate a new set by combining the input user ID of the existing first set and the input password of another set or a similar method. The authentication determination circuit (205) is adapted to execute a user authentication if, among the generated sets, the input user ID matches the registered user ID, and the input password matches the registered password.
