PROBLEM TO BE SOLVED: To provide: a refractive index control element capable of applying heat from a conductor to an optical waveguide to control the refractive index of the optical waveguide, suppressing useless heat generation, improving electric power efficiency, simplifying a manufacturing process and improving the control accuracy of the refractive index; and an optical phase shifter and light switch using the same.;SOLUTION: A refractive index control element comprises: an insulator layer having a first refractive index; and a first track 30 and second track 52 formed in the inside of the insulator layer, arranged so as to have regions facing each other and having a second refractive index larger than the first refractive index.
