PROBLEM TO BE SOLVED: To provide an event detection device, an event detection system, an event detection method, and an event detection program which can easily detect an event.SOLUTION: The event detection device is for detecting an event around each of a plurality of relay units relaying communications between a network and a terminal. The event detection device includes: an acquisition part for acquiring an up-traffic amount sent from the terminal to the network from each of the relay units; a calculation part for calculating the increase rate of each up-traffic amount of the plurality of relay units; and a detection unit for detecting a relay unit where an event has occurred of the relay units, based on the increase rates of the up-traffic amounts.SELECTED DRAWING: Figure 1
