PROBLEM TO BE SOLVED: To properly determine necessity of replacement of a starter motor.SOLUTION: An ECU 40 determines replacement of a starter motor 21 configured to rotate a crank shaft 10a for starting an engine 10. The ECU includes: a rotational frequency specification unit 42 configured to specify the rotational frequency of the starter motor 21 in each operation of the starter motor 21 on the basis of the rotational frequency of the engine 10 in operation of the starter motor 21; a cumulative rotational frequency calculation unit 43 configured to acquire the cumulative rotational frequency of the starter motor 21 from a predetermined time point on the basis of the rotational frequency of the starter motor 21; and a replacement determination unit 44 configured to determine whether to need replacement of the starter motor 21 on the basis of the cumulative rotational frequency.SELECTED DRAWING: Figure 2
