PROBLEM TO BE SOLVED: To provide an utterance control system, an utterance control apparatus and an utterance control program capable of causing a robot or agent for communicating with a plurality of users to perform conversations at more proper timings.SOLUTION: An utterance control system comprises: an utterance control part for controlling either the utterance of a robot for uttering with a plurality of users or the utterance of a speaker displayed in a display device for performing utterances with a plurality of users; and a next speaker estimation part for acquiring a first next speaker probability or a probability, at which said user becomes a next speaker at an arbitrary time. Said utterance control part controls the conversations of said robot or said speaker on the basis of said first next speaker probability of said user, which has been acquired by said next speaker estimation part.SELECTED DRAWING: Figure 1
