PROBLEM TO BE SOLVED: To promote offer competition between stores by enabling a shopper to do shopping by referring to offer information from a store side in an area such as an airport or a seaport when do shopping in the area.;SOLUTION: A foreign currency consumption support device 4 as a competition promotion device receives request data including an amount of a budget from a shopper terminal 2, and creates distribution request data on the basis of the request data, and transmits the distribution request data to store terminals 3a, 3b, 3c and so on.
