PROBLEM TO BE SOLVED: To present the quality of an information service center to the passenger of a vehicle, before starting voice phone and during voice phone of the passenger and the operator of the information service center.;SOLUTION: An on-vehicle terminal includes a voice speech unit 102 performing voice phone of the passenger of a vehicle and the operator of an information service center, a data communication unit 103 for receiving the operator quality information indicating the quality of the operator, and the service information set by the operator in response to a request of the passenger by voice phone, a navigation unit 104 operating based on the service information, a quality confirmation unit 105 for confirming at least one of the quality of operator based on the operator quality information received at least before starting voice phone or during voice phone, the quality of voice phone, or the quality of communication of the operator terminal of the information service center and the communication server, and an I/O control unit 106 for outputting the quality confirmation results, and accepting at least one instruction of the selection of a connection destination operator and the selection of a connection destination server.;SELECTED DRAWING: Figure 2;COPYRIGHT: (C)2017,JPO&INPIT
