PROBLEM TO BE SOLVED: To provide an open type gravitational force type hydraulic turbine having a shield plate, a screen and a power generation water turbine.SOLUTION: An open type gravitational force type hydraulic turbine includes an arc-shaped shield plate 14 attached in a water passage in such a way that it can be oscillated around a support shaft at the upper part of the water passage to shield water in the water passage to make a water flow directed from its upper part toward its lower part; a drop type rake 15 attached to the support shaft in the water passage in such a way that it can be oscillated so as to rise or descend at a linear-shaped scree 13 mounted at a front surface of the shield plate and its front surface; and a power generation water turbine attached to the supporting shaft on the upper part of the water passage at a downstream side of the shield plate in such a way that it can be oscillated through a supporting arm 22. Swinging-up the shield plate, the screen and the power generation water turbine causes the dusts stored in a pocket between the screen and the shield plate to flow down from its lower part. When the water passage is full of water due to heavy rain and typhoon and the like, the screen and the power generation water turbine are brought up on the water surface to enable safety at the time of flood to be assured.SELECTED DRAWING: Figure 1
