PROBLEM TO BE SOLVED: To define a relationship between a beam diameter and the amount of displacement of an apex position of a lens or a lens basic arrangement, to reduce an interference fringe, and also reduce unevenness of light distribution in a desired irradiation range, while improving uniformity.SOLUTION: An apex position of each lens is shifted at random from a virtual basic arrangement 4. The basic arrangement 4 is virtually arranged in a row and column directions, and includes a plurality of grid points 40 that serve as reference positions of the apex positions 310 of the lenses, a first grid line 41 connecting two grid points 40 adjacent in the row direction, and a second grid line 42 orthogonal to the first grid line 41 and connecting two grid points 40 adjacent in the column direction. The directions of the first and second grid lines 41, 42 are aligned with a radial direction of a beam diameter in first and second directions of incident light. The length of the first grid line 41 is shorter than the beam diameter in the first direction.
