PROBLEM TO BE SOLVED: To provide a dictionary generation method capable of generating a dictionary that is an aggregation of conversion bases used in conversion processing of image coding for optimizing the coding efficiency, and to provide a dictionary generation device and a dictionary generation program.SOLUTION: A dictionary generation method used by a dictionary generation device for generating a dictionary storing the conversion bases used for representing a video signal has: an input step of inputting training data; a dictionary generation step of generating a dictionary by setting a class for the training data, under conditions of fixing the dictionary, setting coefficients for each class, under conditions of fixing the class and dictionary, and setting a dictionary for each class, under conditions of fixing the class and coefficients; a reclassification step of reclassifying each training data to a class capable of representing each training data appropriately, under conditions of limiting the number of conversion bases in the dictionary; and a repeat step of repeating generation of a dictionary and reclassification of the training data.SELECTED DRAWING: Figure 6
