PROBLEM TO BE SOLVED: To provide a total organic carbon measurement device and a total organic carbon measurement method with which it is possible to realize measurement with high accuracy by a simple configuration.;SOLUTION: A preprocessing control unit 112 stores a sample and an acid solution in the barrel of a syringe 3, and closes up the opening of the barrel. The preprocessing control unit 112 retracts a plunger from inside the barrel of the syringe 3 and thereby reduces the pressure in the barrel, causing the sample and the acid solution to react and generating carbon dioxide. A reaction control unit 111 causes the plunger to enter the barrel to introduce the sample in the barrel into each of a TC combustion unit 4 and an IC reaction unit. Thus, a preprocess for reacting the sample and the acid solution in the syringe 3 and generating carbon dioxide is carried out in a total organic carbon measurement device 1. Furthermore, the preprocess is carried out in the syringe 3 without bubbling the sample.
