PROBLEM TO BE SOLVED: To provide a system, etc., to evaluate a patient's treatment risk using open data and clinician input.SOLUTION: The system comprises: a healthcare knowledge data input unit for accepting open data; an expert knowledge input unit for accepting input of a clinician's knowledge associated with a risk; and means for providing a healthcare risk knowledge graph 80 as an entity from the document and a link between the entities by using a risk-related word for extracting a related document from the open data. The system also includes: a patient risk graph prediction module for combining information on a patient clinical object 90 (PCO) with the healthcare risk knowledge graph 80 so as to generate a patient risk graph, and predicting the risk of a specific patient; and an effect estimation module for forming a healthcare treatment subgraph consisting of the healthcare risk knowledge graph 80 with specific treatment and adjacent nodes removed therefrom and a patient treatment subgraph by finding an entity and an adjacent node that correspond in the patient risk graph, and providing these subgraphs in combination.SELECTED DRAWING: Figure 1
