PROBLEM TO BE SOLVED: To make it possible to efficiently perform tax-exempt document creation work.SOLUTION: A tax-exempt document creation system comprises: image acquisition means that acquires an image of a passport or a document similar thereto indicating qualification for entrance into a country and an image of a receipt printed upon sale of a commodity; image storage means that stores, while classifying, the image of the passport or the document from the images and stores the image of the receipt; and printing means that prints the image of the passport or the document in a passport area of a tax-exempt document and prints, in a receipt area of the tax-exempt document, an image of the receipt subjected to image processing to be printed within the receipt area.SELECTED DRAWING: Figure 7
