A scenario preparation module 15 selectively acquires a plurality of attack patterns 31, 32 prepared by a pattern edition module 16 to prepare an attack scenario. An attack module 18 uses the attack scenario to attack a virtual monitoring control system 11 constructed by a virtual environment constructing module 9. A training module 12 acknowledges an attack to perform a series of treatment to specify facilities of an attack destination, to remove factors, and to restore facilities.
