PROBLEM TO BE SOLVED: To provide a high output passive direct methanol fuel cell using nitrogen-containing carbon material powder of high oxygen supply speed in positive electrode catalyst.SOLUTION: A passive direct methanol fuel cell uses a membrane electrode assembly, using a nitrogen-containing carbon material powder having the index I of meso hole amount of a bore of 20-50 nm, represented by following formula (1), of 0.6 or more.
