PROBLEM TO BE SOLVED: To reduce erroneous determination of determining a terminal that should be permitted communication is not permitted when determining whether to permit communication between terminals.;SOLUTION: An operation information transmission device 101 detects input operation of which the time from an operation start to an operation end is longer than the time of key input operation, and transmits information to identify the operation information transmission device 101 and time when the input operation was performed to a relay device 102.
