PROBLEM TO BE SOLVED: To prevent an inner bag, which is attached to the inside of a container outer bag, from falling out of the container outer bag, and smoothly perform the filling and discharge of a powder and granular material.;SOLUTION: A fall restraining tool such as a rod body 17 with a length greater in dimension than the width of a filling opening of a container outer bag is attached to a filling sleeve 7 of an inner bag filled with a powder and granular material, by mooring means such as a binding rope 18. In a powder and granular material feeding system and a powder and granular material feeding method, a discharge sleeve 8 of the inner bag is taken out of a discharge opening on an undersurface of the container outer bag, and the powder and granular material in the inner bag is discharged therethrough.;SELECTED DRAWING: Figure 7;COPYRIGHT: (C)2017,JPO&INPIT
