PROBLEM TO BE SOLVED: To realize a directive electro-magnetic steel sheet which is satisfactory in adhesion and anticorrosion, and satisfactory in the stability of a process liquid, although containing no chromium compound, and which has a high tension film far more excellent than in the prior art.SOLUTION: An electrical insulation coating sheet treatment agent for a directive electro-magnetic steel sheet according to the invention contains: a phosphate as a main component, a colloidal silica of 20 to 150 weight parts to the 100 weight parts of said phosphate; and fine particles of a chemical compound of zirconium phosphate of an average particle diameter of 0.1 to 5 μm of 20 to 50 mass parts to the 100 weight parts of said phosphate, and the pH is 1 to 4.SELECTED DRAWING: None
