PROBLEM TO BE SOLVED: To provide an excellent insulation wire having high partial discharge inception voltage and abrasion resistance, a manufacturing method therefor and an electrical device.;SOLUTION: An insulation wire comprises a conductor 1, a foam insulation layer 2 which is coated directly or indirectly on an outer peripheral surface of the conductor 1 and contains a thermosetting resin having air bubble, and an outside insulation layer 3 containing a thermoplastic resin having the melting point of 240°C or more and storage elastic modulus at 25°C or 1 GPa on more in the case of a crystalline resin is existed on the outside of the foam insulation layer 2 or a thermoplastic resin having glass transition temperature of 240°C or more and storage elastic modulus at 25°C of 1 GPa or more in the case of an amorphous resin is existed on the outside of the foam insulation layer.
