PROBLEM TO BE SOLVED: To provide an electronic key re-registration system, electronic key re-registration method, and program, capable of performing on-line key restoration at the time of electronic key re-registration.SOLUTION: An electronic key re-registration system 100 includes a meta-data service 150 including, as meta-data 200, authentication level information obtained by grouping authentication systems for each authentication strength. An authentication key relay-type key store 140 stores an authentication policy 113 presented in registering an authentication module 130 with a WEB service 110; when changing or adding the authentication module 130, refers to the authentication level information of the meta-data service 150; and, on the basis of the referred-to authentication level and the stored authentication policy 113 of the authentication module 130, associates authentication module association information 133 on the changed or added authentication module 130 with a held secret key 142 for WEB service.SELECTED DRAWING: Figure 1
