PROBLEM TO BE SOLVED: To provide a ground removal confirmation device and ground removal confirmation method, capable of confirming whether or not there is a removal failure of a working ground even in a region including equipment with a ground point.;SOLUTION: A ground removal confirmation device 1 includes: a current source 11 for supplying an AC current to an electric circuit including electrical equipment with a ground line for an instrument transformer 3; a calculation part 13 for calculating an impedance and a resistance value of the electric circuit according to an amplitude ratio and a phase difference of an electric current and voltage supplied from the current source 11. When performing maintenance work within a predetermined range in a premise such as a substation with grounded equipment, for example, an instrument transformer 3, confirmation of ground removal after completion of track maintenance work can be performed with ease.
