PROBLEM TO BE SOLVED: To provide tuning/control systems for gas turbines.SOLUTION: A computing device of a system configured to tune a set of gas turbines is configured to tune the set of gas turbines by performing actions including: commanding each gas turbine 10 in the set of gas turbines to a base load level on the basis of a measured ambient condition for each gas turbine 10; commanding each gas turbine 10 in the set of gas turbines to adjust a corresponding power output to match a scaled power output value equal to a fraction of a difference between the corresponding power output and a nominal power output value, and measuring an actual emissions value for each gas turbine 10 during the adjustment of the corresponding power output; and adjusting an operating condition of each gas turbine 10 in the set of gas turbines on the basis of a difference between the corresponding measured actual emissions value, a nominal emissions value in the ambient condition and a nominal emissions value in the ambient condition.SELECTED DRAWING: Figure 1
