PROBLEM TO BE SOLVED: To provide a difference distribution device, a difference distribution method, and a difference distribution program which can determine a distribution ratio of the difference of lighting and heating expenses based on the increase or decrease of the lighting and heating expenses of the section of the building.;SOLUTION: A difference distribution device includes: a section power amount evaluation part, a whole power amount evaluation part, a lighting and heating expense determination part, and a distribution ratio determination part. The section power amount evaluation part sets an evaluation value of the power amount in the section of the building. The whole power amount evaluation part sets the evaluation value of the power amount in the whole building. The lighting and heating expense determination part determines the evaluation value of the lighting and heating expenses in the section of the building, determines the evaluation value of the lighting and heating expenses in the whole building, determines a section difference amount which is the difference between the evaluation value of the light and hearing expenses in the section of the building and the actual value of the lighting and the hearing expenses in the whole building.
