PROBLEM TO BE SOLVED: To enable timely notification of a new arrival of an article being a type not requiring promptness, such as an electronic leaflet.SOLUTION: A new article notification device includes: a distribution article storage part that stores articles registered for distribution; a new article retrieval part that retrieves a new article including a distribution start time from among the articles stored in the distribution article storage part, in an article acceptance period by a predetermined time zone; and a notification control part that executes a control to transmit, to a user terminal device, new article notification information relating to a new article reflecting the retrieval result at the new article retrieval part, in a predetermined notification time set after an elapse of the article acceptance period.
