PROBLEM TO BE SOLVED: To swiftly detect a predictor of off-balance in electric power supply and demand and to feed the same back to an operation plan.;SOLUTION: An operation plan creation unit 200 causes to visibly display a part of time zone in which an expected power demand is different from a power amount calculated by adding a power generation amount based on an operation plan and a power generation amount based on a weather prediction.
