PROBLEM TO BE SOLVED: To provide a steel that combines excellent fatigue endurance and excellent damping properties.SOLUTION: A steel that combines excellent fatigue endurance and excellent damping properties is provided according to a manufacturing method satisfying a predetermined heat treatment condition and a cold treatment condition by melting a steel having a chemical composition of 0.10 mass% or smaller of carbon, 0.10 to 3.0 mass% of silicon, 3.0 to 18.0 mass% of manganese, 3.0 to 20.0 mass% of chromium, and 0.10 to 1.20 mass% of nitrogen and satisfying the condition of the stacking fault energy (SFE) of 20 (mJ/m) or smaller.SELECTED DRAWING: Figure 10
