PROBLEM TO BE SOLVED: To collect operation states of an image forming device effectively for meaningful proposal.SOLUTION: Operation history information on a plurality of image forming devices associated with the same group identifier are collected. As for a result of collecting the operation history information on the image forming devices associated with the same group identifier, information on the amount of image forming output to be executed according to the number of users is generated according to a user included in a target group. Information on operation settings to be set for the image forming output is generated so that the amount of image forming output to be executed according to the number of users satisfies a predetermined threshold.
