PROBLEM TO BE SOLVED: To improve the detection accuracy of moving blade vibration amount, and to further accurately monitor vibration response.SOLUTION: A vibration response monitoring device includes: a sensor portion equipped with a plurality of sensors having an emitting portion for emitting detection light in a direction orthogonal to a rotation shaft toward a rotor in which a plurality of moving blades are attached to the rotation shaft, and a light-receiving portion for receiving reflection light which is the detection light reflected by the moving blades; and a vibration response monitoring portion detecting the vibration amount of the moving blades on the basis of an output value of the light-receiving portion, determining whether the detected vibration amount exceeds a blade vibration limit value previously decided according to a relative positional relationship between the sensor portion and the moving blade, and monitoring the vibration response of the moving blade.
