PROBLEM TO BE SOLVED: To provide a recovery plan creation method and a creation device of a gas piping network which is damaged by a disaster such as an earthquake.SOLUTION: A disaster recovery plan creation method of the invention comprises: a step for, about a piping network formed of a large block which is determined by a pressure level, and small blocks obtained by segmentation of the large block according to a damage situation, storing a damage situation of each small block, a configuration of recovery companies including a company allocated to the large block and a small company allocated to each small block, and a work productivity; a step for solving a small block-small company allocation problem which is subjected to modeling as a mathematical programming problem, on the basis of the stored information, allocating the small company to each small block, and calculating a minimized recovery day number about all combinations of large block-company; and a step for using the calculated recovery day number to solve a large block-company allocation problem which is subjected to modeling as a mathematical programming problem, and to allocate the company to the large block so that a total recovery day number becomes minimum.SELECTED DRAWING: Figure 6
