PROBLEM TO BE SOLVED: To create a management target database of a manhole cover efficiently.SOLUTION: A manhole cover management system 2 manages a manhole cover based on geographical space information including an image in which a ground is imaged. A sample database 42 stores information related to a surface image of a sample manhole cover for every kind of the sample manhole cover in advance. Image division means 20, partial image extraction means 22, rotation invariant characteristic extraction means 24 and cover detection means 26 extract an observation cover image being the surface image of the manhole cover based on the geographical space information, detect an installation position of the manhole cover and identifies an attention manhole cover. The cover detection means 26 performs collation processing of the attention manhole cover and the sample manhole cover based on the observation cover image, in the sample database 42 and determines the kind of the attention manhole cover. Registration processing means 28 associates the installation position and kind of the attention manhole cover, and registers it in a management target database 44, as a management target manhole cover.
