PROBLEM TO BE SOLVED: To provide a mercury elution reduction material excellent in inhibitory action in which mercury elution inhibitory action from mercury contaminated soil is equal to or less than a second elution standard, and a method for manufacturing the same.SOLUTION: The mercury elution reduction material is obtained by light-burning a mineral including a magnesium carbonate (MgCO) and a calcium carbonate (CaCO) as a principal component. The MgCOin the mineral includes a light-burned product including MgCO(where, 0x≤1 and 0y3 are satisfied.) formed by decarboxylation, MgCOand CaCOand a water soluble sulfate at a mass ratio of 8:2-9:1.
