PROBLEM TO BE SOLVED: To provide a non-contact portable electronic device and an issuing method of non-contact portable electronic device capable of swiftly performing a non-contact communication.SOLUTION: The non-contact portable electronic device includes: a mode storage section; a reception section; a command processing section; a response creation section; a transmission section; and a control unit. The mode storage section stores a mode flag which represents whether the state of the non-contact portable electronic device is in a first mode or a second mode. When the mode flag stored in the mode storage section is the second mode, the control unit controls the transmission section to transmit the response generated by the response creation section to external equipment. When the mode flag stored in the mode storage section is the first mode, the control unit controls the transmission section not to transmit the response generated by the response creation section to the external equipment.SELECTED DRAWING: Figure 2
