PROBLEM TO BE SOLVED: To enhance accuracy of commonality in respective operation performances of a pair of piezoelectric elements, and to make the piezoelectric elements maintain the same operation performance.SOLUTION: When manufacturing a head gimbal assembly (HGA) 1, at first, in a flexure manufacturing step, a pair of piezoelectric element parts are bonded to the surface of a base insulation layer on a flexure substrate, and a flexure 6 of a structure with piezoelectric elements is manufactured; next, in a suspension manufacturing step, the flexure 6 is connected to a load beam 3 and a base plate 2, and thereby a suspension 50 is manufactured; and then, in a slider attachment step, a head slider 60 is attached to the suspension 50. Consequently, the HGA 1 can be manufactured.
