PROBLEM TO BE SOLVED: To provide a technology for distributing anonymous information in a state that necessary anonymity is satisfied without performing any arithmetic operation again even when situations related to personal information are changed.SOLUTION: In the case of distributing anonymous information acquired by performing anonymization processing to personal information on the basis of a distribution policy, when the distribution situations of the personal information, the distribution policy or the anonymous information are changed, a storage part for a filter is allowed to store the information which does not satisfy the distribution policy at the time point of the anonymization processing due to the change as filter conditions, and distributable anonymized information is acquired by excluding the information pertinent to the filter conditions from the anonymous information read from the anonymous information storage part, or the distributable anonymous information is acquired by requesting the anonymous information which is not pertinent to the filter conditions to the anonymous information storage part, and the distributable anonymous information is distributed.
