PROBLEM TO BE SOLVED: To provide a degraded operation support apparatus and a degraded operation support method capable of providing support information useful in determining the setting of operation when degraded operation is performed in a water treatment plant.SOLUTION: A degraded operation support apparatus 10 comprises an information reception unit 122, a parameter conversion unit 123, a model parameter identification unit 124, a simulation unit 125, and a result output unit 126. The information reception unit receives degraded operation condition, the parameter conversion unit converts the degraded operation condition on the basis of operation data and equipment specifications data of a water treatment plant, and the model parameter identification unit identifies the model parameters of the water treatment plant on the basis of the operation data. The simulation unit calculates one or more of the treated water quality, generated sludge amount, operation index, and total power amount, using one or more of the degraded operation condition, parameter conversion unit conversion result, and model parameters. The result output unit outputs one or more of the calculation result and an operable equipment range on the basis of the calculation result.
