PROBLEM TO BE SOLVED: To obtain a required cut-off property even under high water pressure with respect to a non-porous substrate surface such as a joint surface of a steel segment.SOLUTION: In a cut-off structure, a gap between contact surfaces in contact with each other is filled with a cut-off material and by hardening the cut-off material filling the gap, the contact surfaces are cut off from each other. At least one of the contact surfaces is formed into a non-porous substrate surface and as the cut-off material, a hydrophobic unexpanded urethane-based cut-off material (cut-off material D) is used.
