PROBLEM TO BE SOLVED: To provide a method and system capable of accurately managing the surface water quantity of a ground material in real time.SOLUTION: The method includes the steps of: continuously measuring the moisture content w0 of a ground material S including various grain sizes that is continuously supplied to a job site; detecting a grain size distribution D by extracting a part of the supplied ground material S every predetermined time t; calculating the moisture content wi by a predetermined grain size in accordance with the grain size distribution D from the moisture content w0 of the ground material S; and estimating the surface water quantity W of the ground material S in real time on the basis of the moisture content wi by the grain size. Preferably, the moisture content w0 of the ground material S is measured on the basis of the reflectance or transmissivity Si, R of a predetermined wavelength λi when the ground material S is irradiated with near infrared light.
