Through the technical solutions provided by the present invention, problems such as affecting the user experience due to that the operations of other access network supported by the user equipment cannot be controlled on the network side in related art are solved, thus realizing that the first access network controls other wireless access networks supported by the user equipment across wireless access technology, and improving the user experience.
