PROBLEM TO BE SOLVED: To provide an upgrade planning support device capable of reducing a burden on a user when determining the timing of upgrading and designing a parts rotation plan with economical efficiency taken into consideration.SOLUTION: There is provided an upgrade planning support device 3 which comprises: an input unit 31 in which information about the timing of periodic inspections and of upgrading, and an evaluation period are input; a plan preparation instruction unit 32 which instructs an automatic preparation of a parts rotation plan; a parts rotation plan preparation unit 33 which, when the automatic preparation of the parts rotation plan is instructed, uses the information input in the input unit 31 and information stored in a first storage unit 21 and a second storage unit 22 to design the parts rotation plan with the highest economy evaluation value for the evaluation period.
