Specifically, a gap between the reinforcing steel plate 4 partially wound up in the columnar structure 2 and the columnar structure 2 is filled with a filler 6. In such a case, leak prevention materials 13 and 14 for preventing leak of the filler 6 are interposed in a gap between an end portion of the reinforcing steel plate 4 partially wound up in the columnar structure 2 and the columnar structure 2.
