PROBLEM TO BE SOLVED: To implement steel plate winding construction in a partially preceding manner for an about half or the like excepting a portion for which the construction is difficult, in reinforcing a columnar structure such as a bridge pier or a pier stud of a viaduct.SOLUTION: A steel plate winding earthquake strengthening method of winding up a reinforcing steel plate 4 in a columnar structure 2 such as a bridge pier or a pier stud of a viaduct includes partially winding up the reinforcing steel plate 4 in the columnar structure 2 and then winding up the reinforcing steel plate 4 in the remaining portion of the columnar structure 2 after the lapse of a predetermined period. Specifically, a gap between the reinforcing steel plate 4 partially wound up in the columnar structure 2 and the columnar structure 2 is filled with a filler 6. In such a case, leak prevention materials 13 and 14 for preventing leak of the filler 6 are interposed in a gap between an end portion of the reinforcing steel plate 4 partially wound up in the columnar structure 2 and the columnar structure 2.
