PROBLEM TO BE SOLVED: To provide a water-repellent, oil-repellent agent composition capable, even in a case where a water-repellent, oil-repellent component possessing perfluoroalkyl groups including 6 or fewer carbon atoms is used, of conferring water-repellency and oil-repellency with excellent laundering durability.;SOLUTION: The provided water-repellent, oil-repellent agent composition includes: (A) an aqueous hydrophobic blocked polyisocyanate dispersion wherein a specified hydrophobic blocked polyisocyanate is forcibly emulsified, with a cationic surfactant, within water or a solution including water as a main component; and (B) a water-repellent, oil-repellent component possessing perfluoroalkyl groups including 6 or fewer carbon atoms, whereas the weight ratio of the hydrophobic blocked polyisocyanate and cationic surfactant is 100 : 0.2-100 : 3, whereas the cationic surfactant is selected from the group consisting of monoalkyl trimethyl ammonium salts including 8-24 carbon atoms and monoalkylamine salts including 8-24 carbon atoms.;COPYRIGHT: (C)2014,JPO&INPIT
