PROBLEM TO BE SOLVED: To provide a pressing force setting device and a pressing force setting method, for a cutting tool equipped with adjustment means for adjusting a pressing force of a cutting blade edge against a cutting target object, capable of easily and speedily setting the pressing force of the cutting blade edge against the cutting target object.SOLUTION: A pressing force setting device 1 includes: a body part 10; a penetration member 11 for applying a penetration force to penetrate a cutting target object; a load member 12 for applying the penetration force to the penetration member 11 through an elastic member 13; a gauge member 14 that moves together with the load member correspondingly to the penetration force applied by the penetration member against the cutting target object; and a stop member 15 for making the gauge member 14 stop. A scale M is provided such that numerical values, for setting the pressing force of the blade edge of the cutting tool by using adjustment means, are provided in a readable manner correspondingly to the moving amount by which the gauge member 14 moves until the penetration member 11 penetrates the cutting target object.
