PROBLEM TO BE SOLVED: To generate inspection procedure data capable of sufficiently reducing a time required for inspection of an inspection target board.SOLUTION: An inspection procedure data generation device executes: first processing to specify all combinations between probing points P, P in which probing with probes can be performed in each combination between conductor patterns 11, 12 and each combination between conductor patterns 12, 13 that are inspection targets of respective insulation inspection steps of inspecting insulation states between the respective conductor patterns 11-13 formed on an inspection target board 10; and second processing to set a plurality of combinations as selection candidates, to select an optional combination from the selection candidates according to a prescribed selection reference, and to repeatedly execute processing to exclude other combinations capable of inspecting the insulation state in a state that the probing is performed to the selected combination from the selection candidates until the selection candidates become absent. The inspection procedure data generation device determines execution order of the respective insulation inspection steps on the basis of selection order of the respective combinations in the second processing, and generates inspection procedure data.
