The present invention provides polyvinyl alcohol fine particles suitable for a pharmaceutical binder for obtaining a pharmaceutical tablet having excellent sustained release properties, higher hardness and excellent brittleness. In the polyvinyl alcohol fine particles of the present invention, the Gauche structure of polyvinyl alcohol molecules in the range of 0.8 nm from the surface of the polyvinyl alcohol fine particles toward the inside of the particles is 25 mol% or more.
