A road map creation system is provided with a plurality of on-board devices that are mounted in a plurality of vehicles and each of which transmits a captured image of the outside of each vehicle to a server device, and a data processing device that creates a road image by using a plurality of captured images collected in the server device. The data processing device includes an image search unit that searches for a plurality of common captured images each including an image of a common spot among the collected captured images, a feature extracting unit that extracts a feature within the plurality of collected captured images, and a high-definition processing unit that generates a higher-definition road image than the common captured images by combining the common captured images through association of pixels representing an identical part of a subject in the plurality of common captured images on the basis of the feature.
