PROBLEM TO BE SOLVED: To provide a water adhesion detector and a water adhesion detection method that determine presence or absence of water adhesion and are capable of accurately quantifying a water adhesion quantity.SOLUTION: In a water adhesion detector 1, a water adhesion detection element 3 comprises a porous layer 17 and the porous layer 17 can hold water even if a quantity of adhered water is large; therefore, the water can be suppressed from being repelled and from being detached immediately from the water adhesion detection element 3, and temperature of the water adhesion detection element 3 can be changed according to the quantity of adhered water. The water adhesion detector 1 surely detects a water adhesion state including at least a water adhesion quantity by: determining water adhesion timing of the water adhesion detection element 3 on the basis of a resistance value variation state of a heater part 13 (S150); detecting a resistance value variation amount &Dgr;R of the heater part 13 (S150); and determining the water adhesion state of the water adhesion detection element 3 on the basis of the resistance value variation amount &Dgr;R (S160).
