A present invention relates to a tape of material for the application of an oral treatment asset. the material tape includes an elastic-like structural film backing layer including a tensile mesh having a first region and a second region formed substantially of the same material composition, with the first region providing a first resilient resilient force at a applied axial elongation, and the second region providing a second distinctive resistance force to an additionally applied axial elongation, thereby providing at least two stages of resistance forces in use; and a buccal treatment composition disposed on the film, wherein the buccal treatment composition includes a buccal treatment asset.
