In a wireless network, a user equipment (eu) establishes a radio resource control (rrc) connection with a base station (enb), which is an anchor of eu. which applies carrier aggregation to multiple component carriers (ccs) configured as multiple serving cells. the cells serving aggregates are served by the anchor enb and another offset enb (s). he performs rmm / rlf on pcell and scell belonging to corresponding cell groups. When rlf happens in a serving cell, eu and enb apply certain actions on the serving cell or all of the serving cells in the group. anchor enb and deviation enb rlf procedures are proposed. Both eu side and network side behavior are included.
