A method of construction and/or repair of a road or a surface made of prefabricated concrete parts or natural stone pavements, with a base and bedding layer, where the base layer is formed from a compacted layer of coarse ground aggregate of a fraction of 8 to 125 mm which flows through the filler mixture of an ash-cement suspension of simple pressure strength of at least 6.1 MPa after 28 days, while this filler mixture at the same time used as a bedding layer under the parts or as a pavement and as a filler of the joints between the parts or the pavement. The filler mixture is thus used to compensate the unevenness under the parts or the pavement of the existing roads and surfaces as a bedding layer under the parts or the pavement and as a filler of the joints between the parts or the pavement. The road or the surface made of prefabricated concrete parts or natural stone pavement with the base and bedding layer is preferably selected from a group consisting of a forest road made of road panels, a purpose-built road from railway ferroconcrete sleepers, a panel surface with a cover of road panels, a public transport stop with a cover made of natural stone pavement, a tramway body with rails fastened on the base of panel parts.
